You&#039;re right, the agile manifesto says nothing about security.  It&#039;s pupose is to set a high level frame on this &#039;other&#039; approach to software development, by summarizing it in values &amp; principles, not by providing an &#039;agile manual&#039;.
There are many agile communities you can reach out to in Europe &amp; the rest of the world, to find help with your specific questions.
I&#039;m sure there are a lof of people out there who had to deal with these questions in an environment that was security sensitive.
